Reach the Suspicious Man on top of the tower and ask about the person named in the letter. Agree to help. Bring him 5 Cyfar and 1 Phracon.
Speak again with the materials. He reveals his identity as Red Leopard Joe, accepts the letter and gives his response. Accept his transport back to Amatsu.
