For the second skill, reach Job level 35 and collect 2 Emerald, 3 Yoyo Tail, 10 Tentacle, 10 Bill of Birds and 36 Banana Juice.

Learn Arrow Repel

Approach Jason in Payon, ask him to teach you and turn in that second material set. Complete the dialogue to learn Arrow Repel.
