Description : Performs a dance that will drop attack and movement speed of all enemies around the performer for 60s.
If the target has an effect of increasing movement speed or attack speed, it is canceled.
It does not overlap with other playing skills and can only be used when the whip is mounted.
This skill can only be used in PVP / Sieze Mode.
